As a colour, bright red is a very effective attention-grabber, and when it's applied to an attractive scene or image, that's precisely the intended effect. It sure worked here in what was originally seen as part of a larger display in an Abu Dhabi store window for some well-known cosmetic brand - perhaps Dior, back in the early "nOughties". The sense of "culture shock" made the moment, and the image, memorable indeed.
